Online gender-based violence (OGBV/TFGBV) makes it harder for women, girls and gender minorities to express themselves freely online. Yet Malaysia still has no law that deals with it specifically, and survivors are left to navigate a fragmented, gender-blind legal system to seek redress.
This policy brief summarises the key findings and recommendations of KRYSS Network’s evaluation report on the effectiveness of reporting mechanisms for survivors of OGBV/TFGBV. It highlights how the system often fails at the implementation stage, including poor coordination between agencies, slow responses, a lack of gender sensitivity among frontline officers, and low public trust. It also looks at the potential and limitations of the Online Safety Act 2025.
The brief sets out priority recommendations for reform, including a rights-based legal framework that specifically recognises online and gendered harm, and a “safety by design” approach to prevent violence before it happens.
